ORDINANCE NO 2 OF 1959 AN ORDINANCE DIVIDING THE TERRITORY OF THE CITY OF EMMET, ARKANSAS INTO TWO WARDS; CREATING AND NAMING SAID WARDS, AND DECLARING AN EMERGENCY. THAT WHEREAS, the Incorporated Town of Emmet, Arkansas was on the 20th day of August 1959, raised and converted to a City of the Second Class by order of the State Board of Municipal Incorporations of Arkansas, and under the laws of the State of Arkansas governing Cities of the Second Class, all members of the City Council, two in number from each Ward of such City shall reside in, and be residents of each Ward of such City of the Second Class.NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EMMET, ARKANSAS:-Section 1 That the territory now comprising the City of Emmet, Arkansas be, and the same is hereby divided into two parts, and there is hereby created from said two parts Two Wards of and for the City of Emmet, Arkansas, and which are hereby named and designated as Ward One and Ward Two. Section 2 Ward one shall include and be composed of all that part of the territory of the City of Emmet, Arkansas lying North and East of that certain dividing line, which begins at the point on the Hempstead-Nevada County Line, where the centerline of Walnut Street of the City of Emmet, Arkansas intersects said County Line, and runs Southeast along the center of said Walnut Street to the point where said centerline of Walnut Street intersects the east line of the West Half of Section Ten (10) Township Twelve (12) South, Range Twenty Three (23) West, and runs thence South along said east line of the West half of said section to the South Line of said Section Ten (10) Township Twelve (12) South, Range Twenty-Three (23) West, and the South line of the City of Emmet, Arkansas. Ward Two shall include and be composed of all that part of the territory of the City of Emmet, Arkansas, lying South and West of said above described dividing line of the City of Emmet, Arkansas. Section 3 All ordinances and parts of ordinances and laws in conflict herewith are hereby repealed. Section 4 The City Council hereby ascertains and declares that because of the imperative need of a qualified and acting member of the City Council as a City of the Second Class, and because many measures and matters are pending before the City Council for action, which will affect the peace, health, and safety of the inhabitants of the City of Emmet, Arkansas, an emergency is hereby declared to exist, and this Ordinance shall be immediately in full force and effect, from and after its passage.
