MAYOR’S PROCLAMATION CALLING A SPECIAL ELECTION
WHEREAS, The Town Council of the Incorporated Town of Emmet, Arkansas did on the 13th day of July, 1959 pass Ordinance No 1 of 1959 converting the Incorporated town of Emmet, Arkansas into a City of the Second Class, and
WHEREAS, under the law said Ordinance No ____ of 1959 will not become effective until approved by a majority of the electors of said Town of Emmet, Arkansas, voting in an election, general or special, at which election the question of the approval or rejection of said Ordinance No 1 of 1959 is submitted to a vote of the electors of said Incorporated Town of Emmet, Arkansas,
NOW, THEREFORE, I, W.M. Thompson, Mayor of the Incorporated Town of Emmet, Arkansas pursuant to the authority of said Ordinance No 1 of 1959, and Section 19-215, Arkansas Statutes, do hereby call and proclaim a special election to be held at the usual polling places in the Incorporated Town of Emmet, Arkansas for the approval or rejection of by its electors of said Ordinance No 1 of 1959 on the 4th day of August 1959.
The question to be voted upon at said special election shall be:-
FOR ORDINANCE No 1 of 1959 TO RAISE THE INCORPORATED TOWN OF EMMET, ARKANSAS, TO A CITY OF THE SECOND CLASS; DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES.
AGAINST ORDINANCE NO 1 OF 1959 TO RAISE THE INCORPORATED TOWN OF EMMET, ARKANSAS TO A CITY OF THE SECOND CLASS; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.
Said election shall be held under the control and direction of the Election Commissioners of Nevada County, Arkansas.
All qualified electors residing within the Incorporated Town of Emmet, Arkansas shall be eligible to vote at said election.
Notice of such special election shall be given by posting of copies of this Proclamation and Call of Election in Five (5) public places within the limits of the Incorporated Town of Emmet, Arkansas, and by publication in a newspaper having general circulation in the Town of Emmet, Arkansas, said posting and publication to be at least ten (10) days before the date of said election.
The results of said election shall be proclaimed by the undersigned mayor and all persons are warned that the results as proclaimed shall be final, unless attacked in Court, within the time allowed by law for contesting special elections.

McFarland (Found on file), the duly elected, qualified and acting Recorder, within and for the Incorporated Town of Emmet, Arkansas, do hereby certify under my hand as Recorder and the Seal of said Incorporated Town that the above and foregoing instrument is a true and correct copy of the Mayor’s Proclamation calling a special election to be held on the date indicated and stated.

CERTIFICATE OF RECORDING OFFICER
I, W.E. McFarland,, the duly elected, qualified and acting Recorder of the Incorporated Town of Emmet, Arkansas, and the keeper of the records of said Town, including the journal of proceedings of the Town Council of the Incorporated Town of Emmet, Arkansas, do hereby certify:-
1) That the attached is a true, correct and compared copy of Ordinance No 1 of 1959 of the Incorporated Town of Emmet, Arkansas as finally adopted at a meeting of the Town Council held on July 13, 1959, and duly recorded in my office;
2) That such meeting was duly convened and held in all respects in accordance with law and to the extent required by law, due and proper notice of such meeting was given; and a legal quorum was present throughout the meeting; that two-thirds of the membership of the Council voted in a proper manner to suspend the rules requiring the reading of said Ordinance on three separate days; that a legally sufficient number voted in the proper manner for the passage of said Ordinance No 1 of 1959; that two-thirds or more of the membership voted for the adoption of the Emergency Clause by a separate vote thereon; that all the requirements and proceedings incident to the proper adoption and passage of said Ordinance, including publication have been duly fulfilled, carried out, and otherwise observed; and that I am authorized to execute this certificate;
3) That if an impression of a seal has been affixed below, it constitutes the official seal of the Incorporated Town of Emmet, Arkansas and this certificate is hereby executed under such official seal; but if no seal has been affixed, the Incorporated Town does not have an official seal.
